During the enforcement period, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

Constitutional Analysis
First Amendment – Free Speech neutral 80% confidence

The enforcement of a safety zone does not directly affect free speech rights, but may limit the ability to gather or express views in the area during the event.

Fourth Amendment – Search and Seizure restricts 80% confidence

The requirement to comply with directions from the Patrol Commander may imply increased authority for searches or inspections in the regulated area.
